Job Summary
Under general supervision, oversees and is primarily responsible for programming two of the city's PEG (Public, Education, Government) television access channels and ensuring that the channels are in compliance with federal law and FCC regulations. This includes working closely with members of the public and city staff to produce programming, receiving and inputting video files into the playout server, maintaining efficient studio operation, and promoting the TVSA PEG channels and the TVSA studios. Exercises direct supervision over assigned staff.

Essential Job Functions
- Assists in the continuous operation and programming of the Public, Education and Government Access channels.
- Assists in the production of live City Council meetings, including equipment setup, loading and controlling presentation materials, directing, audio monitoring, and in room technical support.
- Conducts audio/visual setup and recording for studio productions, field productions and special City events, such as news conferences and on-location public meetings.
- Manages and utilizes equipment and systems related to audio/visual production, including lights and lighting equipment, cameras, switchers, sound, graphics, teleprompters, recording devices, props, set pieces, audio equipment, projectors, lecterns, speaker systems, and microphones; occasionally lifts and carries equipment weighing up to 25 pounds.
- Confers with City Council members, executive staff, department directors, city staff and members of the public to determine program needs, conceptualize content, and provide guidance with the technical and creative aspects of production.
- Writes and edits scripts.
- Edits video, selects music, designs digital video effects and creates graphics to create a finished product.
- Transcodes video files for various distribution channels, including television, web and social media, archive, and DVD.
- Provides guidance and training to other staff, video interns and public access producers.
- Evaluates video production equipment needs and makes recommendations for purchases.
- Troubleshoots hardware and software issues negatively impacting projects and workflows.
- Analyzes workflows and processes and makes recommendations for improvements.
- Assists with performance evaluations and recruitment.
- Performs related duties and fulfills responsibilities as required.
Job Requirements
- Bachelor's Degree from an accredited college or university with major coursework in Radio, TV, Film or related field.
- Four (4) years of increasingly responsible experience in audio/visual production experience to include one (1) year of supervisory experience.
Knowledge, Skills, and Abilities
- Knowledge of all phases of Video/TV production.
- Knowledge of the technical requirements of operating a television production facility, including audio visual production equipment, live-studio operation, and non-linear editing systems.
- Knowledge of media management practices.
- Knowledge of video equipment maintenance requirements.
- Skill in controlling operations of equipment or systems to include setting up, operating and maintaining audio/visual production equipment, cameras (DLSR, ENG, GoPro, RED), field lighting kits, studio lighting equipment, wireless transmitting audio systems, and television switchers.
- Skill in providing technical direction in a live production studio environment.
- Skill in utilizing a personal computer, email, calendar, and word processing software to include Adobe Creative Suite programs such as Premiere Pro, After Effects, Photoshop, Illustrator, and Story.
- Skill in techniques of non-linear video editing and creating motion graphics for video.
- Skill in problem solving and effectively managing workload of multiple projects with differing complexity, content, deadlines and technical issues in an environment with frequent interruptions.
- Ability to design, direct, and produce broadcast-quality video programs.
- Ability to supervise, train, and evaluate staff.
- Ability to establish and maintain collaborative and successful relationships with internal and external customers, co-workers, supervisors, and the general public.
- Ability to communicate effectively.
- Ability to perform work with strong attention to detail.
- Ability to work some weekends and/or evenings.
- Ability to perform all the physical requirements of the position, with or without accommodations.
- Working conditions are in an office environment.
